In the backswing, when the hips can move no further to the right, they start to turn -- in fact this is what causes them to turn. Similiarly at the end of the backswing / start of forward swing, the hip slide to the left causes the left hip to turn when it can slide to the left no more. There should be do conscious thought of turning the hips, in either direction. Of course it's possible to overdo the Slide if one is not playing from the insides of the feet, in fact it's almost guaranteed.
