Plus he says Usually restricted to Hitting. So the only way I think that could happen in a swinging procedure would be the "maximum participation pattern." I would say that the term Throw implies an ACTION and not a MOTION. And thus being an ACTION it would HAVE to be either the Bat or a Hit.
